Many weeks and thousands of dollars in the making, we present the Racked 38, our relatively definitive list of what shopping in Los Angeles is all about. Included are stores that are wholly unique or uniquely Los Angeles -- Wacko and Fred Segal, respectively -- as well as shopping that just plain kicks ass. We've included just a few for the novelty factor, but for the most part, this is a list of retailers who, from display to staff to selection, do it right.
